Martin strives to find his place in the world in Chicago during the 1920s. As a fighter pilot in World War I, he sustained a crippling leg injury and is shunned by society. Martin is a homeless veteran prowling the streets of Chicago, surviving off scraps of food he finds without the support of family or the opportunity to work.
Until he emerges from the ashes, that is.
Martin finds, via a series of unusual occurrences, that his understanding of the streets may rbenefit the nation he fought to save. Working in the shadows as if he were a "phantom," he confronts criminals and crime scenes, providing the police with tips and clues to help clean up Chicago's streets.
